(Exploring the Future of the DVBID)

The DVBID has long guided Downtown Vacaville through significant change. We are now at a critical juncture and need your input to determine the best path forward.


The Challenge with Our Current Structure

  • Fees have not been adjusted since 1999. Correcting for inflation alone would require a 90% increase

  • Mandatory fees bundled into business licenses obscure the true funding picture

  • Unrealistic expectations and limited understanding of BID programming have created ongoing friction, compounded by inconsistent execution and leadership over the years

  • Uneven coverage across current boundaries leaves some areas underserved


Options Under Consideration

  • PBID (Property Based Improvement District). Favored by the City of Vacaville; funded through property owner assessments to deliver enhanced cleaning, security, landscaping, and marketing services that supplement municipal services. This option utilizes a weighted voice to those paying the assessments potentially leaving business owners with less of a voice

  • Main Street America Program. A nationally recognized, preservation-focused revitalization model operating since 1980 with 2,000+ communities; emphasizes economic development and historic district rehabilitation

  • A Hybrid or New Model. A reimagined approach tailored specifically to the needs of Downtown Vacaville businesses and the broader community
